As diplomatic talks between Washington and Tehran gain momentum, Iran has intensified its rhetoric toward the region while continuing a violent crackdown at home, according to analysts and eyewitness accounts obtained by Fox News Digital.

On Sunday and Monday morning, Iran issued fresh warnings that any military strike on its territory would ignite a regional conflict, even as senior Iranian officials signaled a willingness to negotiate. Reuters reported Monday that Tehran is examining the possibility of renewed nuclear talks with the United States, with Turkey emerging as a potential venue and regional mediators, including Saudi Arabia and Qatar, playing an active role, after President Donald Trump said he was hopeful a deal could be reached to avert military action against Iran.

U.S. envoy Steve Witkoff is expected to arrive in Israel on Tuesday for meetings with Prime Minister Benjamin Netanyahu and Israel Defense Forces Chief of Staff Lt. Gen. Eyal Zamir, according to Axios. The publication also reported that Steve Witkoff will meet Iranian Foreign Minister Abbas Araghchi in Istanbul on Friday.

The talks are expected to focus on Iran, following Zamir’s weekend visit to Washington, where he held a series of meetings with U.S. defense officials on the Islamic Republic.

Benny Sabti, an Iran expert at Israel’s Institute for National Security Studies, told Fox News Digital this pattern is consistent with Tehran’s long-standing strategy.

"This is very typical behavior for the Iranian regime," Sabti said. He said Iran deliberately escalated threats days ago, warning that if it were attacked, no country in the Middle East would be safe. "They treat the region as if it is being held hostage," he said, adding that the tactic appears to have worked.

Sabti pointed to the list of mediators now involved. "Saudi Arabia, Turkey, Qatar, all of them went to the United States pushing for talks," he said. "They are trying to avoid being dragged into the Iranian threat."

According to Sabti, Tehran is also projecting mixed messages by design. "There are two voices coming out of Iran," he said. "On one side, the generals, the IRGC, the military, escalating threats. On the other side, the foreign minister and the president are talking about negotiations."

On Monday morning, Al Arabiya reported that Iranian news agencies Tasnim and Fars deleted a report that referenced approval for negotiations with the United States.

Sabti said that even Iran’s National Security Council reflects this dual messaging. He noted that a deputy official recently signaled Iran would not yet further advance its enriched uranium, while military officials simultaneously escalated rhetoric. "It is meant to confuse the enemy and to keep the entire Middle East under pressure," he said.

While Iran’s external posture oscillates between threats and diplomacy, reports from inside the country point to an intensifying crackdown on protesters.

Independent casualty estimates vary widely. The Human Rights Activists News Agency (HRANA) reported that, based on its latest aggregated data, 6,842 people had been confirmed killed by the end of the 36th day of protests. According to HRANA, 6,425 of those killed were recorded as protesters, while 146 were children under the age of 18. An additional 11,280 cases remain under review. HRANA and other opposition-linked groups have warned that the final toll could be significantly higher, with some estimates reaching as high as 30,000 deaths.

Fox News Digital received eyewitness accounts from individuals identified as part of the MEK’s Resistance Units network inside Iran.

One eyewitness from Eslamshahr, a southern district of Tehran, said a group of 27 protesters was fired upon, killing 10. The source said a cousin was killed, another cousin, Melika, 20, was mutilated, and the bodies were buried in a nearby park.

In Lahijan, in northern Gilan Province, an eyewitness said 30 protesters were shot outside the governor’s office on Jan. 8, with seven later dying in the hospital. In Shiraz, a 16-year-old said he was shot with pellet guns in the lips, eye and throat and is now experiencing vision problems.

Another eyewitness from Bandar Abbas in southern Iran said that since Jan. 18, martial law has been imposed, with residents barred from the streets after 4 p.m. local time. The source claimed security forces entered hospitals to remove or kill wounded protesters and that families were allegedly told to pay 10 billion rials, roughly $8,000, to recover the bodies of their children.

Sabti said the renewed diplomacy has also deepened public disillusionment inside Iran.

"Many protesters are very disappointed," he said. "When Trump said on Jan. 13 that 'help is on its way,' they believed it. They were very emotional about it. After 47 years, an American president was speaking in support of the Iranian people. But now they interpret his words as helping the regime, not the protesters. The disappointment is very deep."

A Russian drone strike hit a bus carrying miners in Ukraine’s Dnipropetrovsk region on Sunday, killing at least 12 people.

Ukrainian emergency services later reported the death toll had risen to 15 in one of the deadliest single attacks on energy workers since the start of the war. 

The attack Sunday came a few hours after President Volodymyr Zelenskyy announced a new round of peace talks between Ukraine and Russia had been postponed.

A spokesperson for DTEK, Ukraine’s largest private energy firm, which employed the workers, told Fox News Digital that drones had targeted the bus as it traveled "roughly 40 miles from the front line in central and eastern Ukraine."

The DTEK spokesperson also described the incident as a "terrorist attack on civilian infrastructure."

"This strike was a targeted terrorist attack against civilians and another crime by Russia against critical infrastructure," the spokesperson added.

The bus was transporting miners after the end of their shift when it was hit by a Russian drone, the State Emergency Service of Ukraine also confirmed.

At least seven workers were injured, and a fire sparked by the impact was later extinguished by emergency crews.

"The epicenter of one of the attacks was a company bus transporting miners from the enterprise after a shift in the Dnipropetrovsk region," the company also said in a statement.

Zelenskyy condemned the strike late Sunday, calling it another deliberate attack on civilians.

Earlier in the day, he announced that the next round of trilateral talks involving Ukraine, Russia and the U.S. would now take place Feb. 4-5 in Abu Dhabi, after originally being expected for Sunday.

"Ukraine is ready for a substantive discussion, and we are interested in ensuring that the outcome brings us closer to a real and dignified end to the war," Zelenskyy said on X, adding that the delay had been agreed to by all sides.

The delay followed a surprise meeting Saturday in Florida between Steve Witkoff, President Donald Trump’s special envoy, and Kirill Dmitriev, the Kremlin’s special envoy and head of Russia’s sovereign wealth fund.

The talks in Abu Dhabi are now expected to include representatives from Ukraine, Russia and the U.S., according to The Associated Press.

UKRAINE RACES TO BOLSTER AIR DEFENSES AS PUTIN’S STRIKE PAUSE NEARS END

Meanwhile, Zelenskyy warned Russia is stepping up its aerial campaign against civilian and logistical targets. 

"Over the past week, Russia has used more than 980 attack drones, nearly 1,100 guided aerial bombs, and two missiles against Ukraine," he wrote on X on Sunday. "We are recording Russian attempts to destroy logistics and connectivity between cities and communities."

In a statement, DTEK CEO Maxim Timchenko also explained the bus attack marked the company’s "single largest loss [of] life of DTEK employees since Russia's full-scale invasion."

"We can already say with certainty that this was an unprovoked terrorist attack on a purely civilian target, for which there can be no justification," Timchenko said.

The attack marked "one of the darkest days in our history," he added. "DTEK teams are working with emergency services on the ground in Dnipropetrovsk region to ensure the injured, and families who have lost loved ones, get all the care and support they need. Their sacrifice will never be forgotten," he added.

Iran’s regime released staged images of Supreme Leader Ayatollah Ali Khamenei in an attempt to show strength and boost a military under strain, according to opposition groups operating outside the country.

The photographs, published by Iranian state media Jan. 31, marked Khamenei’s first public appearance in weeks and showed him praying at the tomb of Islamic Republic founder Ayatollah Ruhollah Khomeini as regime officials issued new threats against the U.S. and Europe.

Ali Safavi, a senior official with the National Council of Resistance of Iran, said the images were aimed less at reassuring the public than at boosting morale among the regime’s weakening security forces.

"The images of Ali Khamenei were pure propaganda," Safavi told Fox News Digital. "He wanted to show that he is not afraid of dying, but at the same time he is desperately trying to boost the morale of his demoralized forces."

Safavi said the Islamic Revolutionary Guard Corps (IRGC) remains the backbone of the regime’s power but is showing signs of strain after weeks of suppressing nationwide protests.

"These images are intended to project strength and shore up the repressive forces," he said. "But underneath, the regime is reeling from the reality that its criminal clique cannot break the will of the people and Khamenei knows the situation will never return to what it was before Dec. 28."

The release of the photos coincided with calls from the European Parliament to designate the IRGC as a terrorist organization.

"The IRGC is the backbone of this regime," Safavi said. "Its disintegration can only occur after a fundamental shift in the balance of forces and with the presence of organized resistance on the ground. Only then do defections at lower levels of the military become meaningful."

Tehran reacted angrily to the European move with Iranian lawmakers appearing in IRGC uniforms in a highly choreographed show of solidarity, according to reports.

A banner reading, "The Revolutionary Guard is the largest anti-terrorism organization in the world," was displayed at the speaker’s podium, and the IRGC flag was prominently featured, according to the Times of Israel.

"We saw the same thing when the U.S. designated the IRGC a foreign terrorist organization in 2019," Safavi said.

"More than half of these lawmakers are former IRGC commanders," he added. "The IRGC dominates Iran’s economy and permeates the executive, legislative and judicial branches, as well as educational institutions."

After the U.S. dispatched a naval strike group led by the USS Abraham Lincoln to the region, Khamenei also warned Sunday in comments reported by Iranian state media that any military action would trigger a wider regional conflict.

"We are not the ones who start a war," Khamenei said . "But if America attacks or harms Iran, the Iranian nation will deliver a strong blow — and any war started by America will spread across the region," he said per reports.

President Donald Trump said Sunday that if Iran does not reach a deal on its nuclear program, "we’ll find out" whether Khamenei’s warning proves correct.

"Doing business with Iran means doing business with the IRGC," Safavi said. "The IRGC is the regime — even the clerics."

A top Kremlin official praised President Donald Trump as an effective leader seeking peace in Ukraine, saying Moscow views renewed talks with Washington as productive.

Dmitry Medvedev, deputy chairman of Russia’s Security Council and a former president, said Trump is genuinely trying to end the war in Ukraine and wants to be remembered as a peacemaker.

"Trump wants to go down in history as a peacemaker — and he is really trying," Medvedev said in an interview with Reuters. "And that is why contacts with Americans have become much more productive."

Trump has repeatedly said a peace deal to end the war is close. U.S. special envoy Steve Witkoff said during a Cabinet meeting Thursday that he had "productive and constructive meetings" with Russian special envoy Kirill Dmitriev as part of the Trump administration's ongoing effort to end the Russia-Ukraine war.

Ukrainian President Volodymyr Zelenskyy announced Sunday that a new round of talks involving Ukraine, the United States and Russia will take place this week in Abu Dhabi. His announcement comes as Russia has intensified attacks on Ukraine’s energy and logistics infrastructure, worsening conditions for civilians as winter temperatures plunge.

Medvedev dismissed speculation that Trump is secretly aligned with Moscow, telling the outlet that Americans elected him and Russia respects that choice. He also praised Trump for standing up to the U.S. political establishment and said his blunt, sometimes "brash" style is misunderstood.

Medvedev told the outlet that Trump’s background as a businessman shapes his approach, joking that there is no such thing as a former businessman, an echo of a well-known Russian saying about former KGB agents.

Medvedev, a hardliner within Russia’s leadership, has frequently warned of nuclear escalation since Russia invaded Ukraine in 2022. He has stressed that avoiding further conflict remains the priority, but still expects Russia to achieve military victory in Ukraine.

"I would like this to happen as soon as possible," Medvedev said of ending the conflict. "But it is equally important to think about what will happen next. The goal of victory is to prevent new conflicts."

Ukrainian officials say Moscow has repeatedly targeted power grids, heating and water systems throughout the nearly four-year war, a campaign Kyiv has described as an effort to use winter conditions as a weapon against the civilian population.

Authorities warned that Ukraine is facing one of its coldest stretches of the season, with temperatures in some areas expected to fall as low as minus-22 degrees Fahrenheit, according to Ukraine’s State Emergency Service.

President Donald Trump said late last week that Russian President Vladimir Putin had agreed to temporarily halt strikes on Kyiv and other cities amid the extreme cold.

"I personally asked President Putin not to fire on Kyiv and the cities and towns for a week during this… extraordinary cold," Trump said during a Cabinet meeting at the White House, adding that Putin had "agreed to that."

The White House has not provided details on the timing or scope of the pause, and Ukrainian officials have expressed skepticism about Russia’s intentions.

Zelenskyy said Thursday that key obstacles to a peace agreement remain unresolved, including the future of occupied Ukrainian territory and Moscow’s demands for land it has not captured.

Russia struck Ukrainian energy facilities in several regions on Thursday, Zelenskyy said, though he noted that no such strikes occurred overnight. He added that Russian drones and missiles have continued to hit residential areas and logistics hubs across Ukraine.

Trump has described Putin’s acceptance of a pause as a concession, but Zelenskyy questioned whether Moscow is genuinely interested in ending the war as the invasion approaches its fourth anniversary on Feb. 24.

"I do not believe that Russia wants to end the war. There is a great deal of evidence to the contrary," Zelenskyy said Thursday.

U.S. special envoy Steve Witkoff said he had "productive and constructive meetings" with Russian special envoy Kirill Dmitriev as part of the Trump administration's ongoing effort to end the Russia-Ukraine war.

"We are encouraged by this meeting that Russia is working toward securing peace in Ukraine and is grateful for [the president's] critical leadership in seeking a durable and lasting peace," Witkoff wrote on X.

During a Cabinet meeting Thursday, Witkoff said progress had been made and that there had been "lots of good things happening between the counterparties discussing the land deal."

"I think the people of Ukraine are now hopeful and expecting that we're going to deliver a peace deal sometime soon," Witkoff added.

TRUMP SAYS PUTIN AGREED TO HALT KYIV STRIKES FOR ONE WEEK AMID BRUTAL COLD

The meetings were held Saturday in Florida, according to Witkoff, and included Treasury Secretary Scott Bessent; Trump's son-in-law, Jared Kushner; and White House senior advisor Josh Gruenbaum. Witkoff and Kushner have been two of the key players from the Trump administration not only in the Russia-Ukraine deal, but also others, including the Israel-Gaza peace plan.

Witkoff, Kushner and Gruenbaum also met with Putin earlier this month in Moscow shortly after the World Economic Forum in Davos, Switzerland. After the meeting in Moscow, Witkoff, Kushner, Gruenbaum and other U.S. representatives met with negotiators from Ukraine and Russia. The talks were said to be constructive despite obstacles to peace remaining.

"A lot was discussed, and it is important that the conversations were constructive," Ukrainian President Volodymyr Zelenskyy wrote on X. "As a result of the meetings held over these days, all sides agreed to report back in their capitals on each aspect of the negotiations and to coordinate further steps with their leaders."

Nearly four years after Russian President Vladimir Putin's invasion, Ukrainians are facing a brutal winter, and Russian strikes on Kyiv's energy resources have made conditions worse. However, President Donald Trump said Thursday at his Cabinet meeting that Putin had agreed to a temporary pause in targeting Kyiv and other places in the region experiencing the frigid weather.

"And because of the cold, extreme cold — they have the same that we do — I personally asked President Putin not to fire on Kyiv and the cities and towns for a week," Trump said, adding that Putin had "agreed to do that." The president classified the weather in the region as being "record-setting cold."

Kremlin spokesperson Dmitry Peskov confirmed Friday that Trump had made the request for Putin to stop targeting Kyiv until Feb. 1 "in order to create favorable conditions for negotiations," The Associated Press reported. The outlet noted it was odd that the Kremlin spokesperson mentioned Feb. 1, as it would mean it was only a two-day pause. Additionally, the AP reported that the cold weather forecast is expected to get worse after Sunday.

Russia and Ukraine will hold another round of peace negotiations in Abu Dhabi Sunday, according to The Kyiv Independent. However, it is unclear whether the U.S. will participate in the talks.

Iran’s president accused President Donald Trump, Israeli Prime Minister Benjamin Netanyahu and European leaders Saturday of provoking unrest and trying to "tear this country apart," a report said. 

Masoud Pezeshkian told state television that Trump, Netanyahu and European leaders "rode on our problems, provoked, and were seeking — and still seek — to fragment society," according to Reuters.

"They brought them into the streets and wanted, as they said, to tear this country apart, to sow conflict and hatred among the people and create division," Pezeshkian reportedly added about the anti-government protests and deadly crackdown that recently swept through Iran. "Everyone knows that the issue was not just a social protest." 

The White House did not immediately respond Saturday to a request for comment from Fox News Digital.

SAUDIS WON'T LET THE UNITED STATES USE ITS BASES OR AIRSPACE FOR AN ATTACK ON IRAN, SENIOR GULF OFFICIAL REVEALS

The U.S.-based Human Rights Activists News Agency recently reported that the violence in Iran has killed at least 6,479 people in recent weeks, with many more feared dead. Its count included at least 6,092 protesters, 214 government-affiliated forces, 118 children and 55 civilians who were not demonstrating. More than 47,200 have been arrested, it added. 

As of Jan. 21, Iran’s government put the death toll at a far lower 3,117, saying 2,427 were civilians and security forces and labeling the rest "terrorists." 

Pezeshkian’s comments come after Trump said Friday that the United States has directly communicated expectations to Iran as pressure mounts for Tehran to accept a nuclear deal.

Asked whether Iran faces a deadline to make a deal, Trump suggested in the Oval Office Friday the timeline had been conveyed privately.  

"Only they know for sure," he said when pressed about whether the message had been delivered directly to Iranian leaders.

As Trump weighs his options on a possible military strike on Iran, a senior Gulf official also told Fox News Saudi Arabia will not allow the U.S. to use its airspace or bases for such an attack.

Fresh satellite images have captured roofs being built over damaged buildings at Iranian nuclear sites that were attacked by the U.S. and Israel last year. 

The photos from Planet Labs PBC show new coverings over two structures at the Isfahan and Natanz facilities following the June 2025 strikes. 

The roofs are likely part of Iran’s efforts "to assess whether key assets — such as limited stocks of highly enriched uranium — survived the strikes," Andrea Stricker, who studies Iran for the Washington-based Foundation for Defense of Democracies, told The Associated Press. 

"They want to be able to get at any recovered assets they can get to without Israel or the United States seeing what survived," she added.

Those coverings block satellites from seeing what’s happening on the ground — right now the only way for inspectors from the International Atomic Energy Agency to monitor the sites, as Iran has prevented access. 

The Natanz site, which is about 135 miles south of Iran’s capital of Tehran, is a mix of above- and below-ground laboratories that did the majority of Iran’s uranium enrichment. 

The facility outside the city of Isfahan was mainly known for producing the uranium gas that is fed into centrifuges to be spun and purified.

Last year, Israel targeted the sites first, followed by U.S. strikes using bunker-busting bombs and Tomahawk cruise missiles.  

The Israel Defense Forces said in June 2025 that a strike on the Isfahan site had "dismantled a facility for producing metallic uranium, infrastructure for reconverting enriched uranium, laboratories, and additional infrastructure." 

The U.S. strikes "significantly degraded Iran’s nuclear program," the White House’s National Security Strategy published in November said.

Iran has not allowed IAEA inspectors to visit the sites since the attacks. 

The new satellite images come as President Donald Trump has repeatedly warned that a "massive Armada" is heading toward the Middle East, ratcheting up pressure on the Iranian regime to reach a nuclear deal. Secretary of War Pete Hegseth said during a Cabinet meeting Thursday that the U.S. military is "prepared to deliver whatever the president expects" regarding Iran. Meanwhile, Iranian military officials have vowed that any U.S. attack would be met with an immediate and decisive response. 

The Trump administration has also escalated sanctions on Iranian officials in response to the deadly crackdown on anti-regime protesters.

Ukraine is racing to reinforce its air defenses as a brief pause in Russian strikes on Kyiv and other cities approaches its expiration, and military and diplomatic experts warn the move may do little to change conditions on the battlefield and could ultimately strengthen Moscow’s negotiating position.

Earlier Friday, President Donald Trump said at the White House, "I think we’re getting very close to getting a settlement," expressing optimism about the upcoming Russia-Ukraine talks. "Zelenskyy and Putin hate each other, and it makes it very difficult, but I think we have a good chance of getting it settled."

The Kremlin said President Vladimir Putin agreed to a personal request from Trump to halt airstrikes on Kyiv until Feb. 1 to create what it described as favorable conditions for negotiations. Ukrainian officials stressed there is no formal ceasefire.

As temperatures in Kyiv are expected to plunge to minus-26 degrees Celsius beginning Sunday, President Volodymyr Zelenskyy said Ukraine is moving to strengthen short-range air defenses against drones to protect frontline cities in the south and northeast.

"Protection against Russian drones must be reinforced in our cities, such as Kherson and Nikopol, as well as in the border communities of the Sumy region, where the Russians have essentially set up an ongoing ‘safari’ against civilians," Zelenskyy said on Telegram.

Despite the pause, Russian lawmakers and regional leaders have publicly urged escalation. Russian parliament speaker Vyacheslav Volodin said deputies are calling for the use of more powerful "weapons of retribution," while Chechen leader Ramzan Kadyrov said he opposed negotiations altogether.

Against that backdrop, experts told Fox News Digital the pause appears far more symbolic than transformative.

Vice Adm. Robert S. Harward, a retired Navy SEAL and deputy commander of U.S. Central Command, said the halt in strikes reflects political signaling rather than a military shift.

"It’s symbolic in the sense of the dialogue and where we are in the negotiations," Harward told Fox News Digital. "President Trump wants to illustrate to the U.S. that his relationship with Putin delivers results. This is a validation of that relationship, which could be an indicator of where the overall negotiations are on ending the war."

Carrie Filipetti, executive director of the Vandenberg Coalition and a former senior State Department and U.S. Mission to the United Nations official, said Russia’s agreement should not be misread as a move toward peace.

"While I am certain that Ukrainian civilians welcome any brief pause, they also aren’t holding their breath because Putin’s war machine will not stop until his calculus is changed on the risks of continuing his war," Filipetti said.

She added that the short duration of the pause leaves Ukraine exposed.

"Given how short the pause is and the duplicity of Russia saying it agreed to a week-long pause that expires in two days, this does not meaningfully change any conditions on the battlefield," she said.

Harward said Ukraine could face diplomatic consequences once the pause expires.

"The risk to Ukraine is that this further weakens and isolates their role and position in the negotiations," he said.

Zelenskyy has also warned that Ukraine’s ability to defend civilians has been strained by delays in Western funding. He said European allies delayed payments under the PURL weapons purchase program, leaving Ukraine without Patriot air defense missiles ahead of recent Russian strikes that knocked out power across parts of Kyiv.

"This is a critical issue for protecting civilians and Ukrainian cities and Ukraine’s energy infrastructure during the brutally cold winter months," Filipetti said. "As President Zelenskyy has said, there will be no electricity and therefore no heat for civilians if they don’t have enough Patriot missiles to defend against Russia’s ballistic missiles."

Harward noted that the problem extends beyond Ukraine. 

"Air Defense has been in high demand globally, considering the threats from Russia and China," he said. "Resources, expenses and the increased time to deliver and implement the capabilities add to the challenge."

On whether the pause could open the door to broader de-escalation, both experts expressed caution.

"This tactical pause only serves to reinforce Russia’s negotiating position," Harward said. "Putin is showing the world that he is willing to listen and respond. In return, he’ll want more support of his position and demands."

"Only time will tell," Filipetti said. "Diplomacy can always appear fruitless until there is a real deal. If this short pause, delivered by President Trump's continued engagement and pressure on Putin, can be used to build additional progress in the trilateral talks, that would be a very positive outcome."

Israel announced Thursday that it will reopen the Rafah border crossing for people to travel between Gaza and Egypt for the first time since May 2024. 

Israel’s Coordinator for Government Activities in the Territories (COGAT), which oversees humanitarian and civil efforts in Gaza, said the crossing "will open this coming Sunday (February 1st) in both directions, for limited movement of people only." 

"The return of residents from Egypt to the Gaza Strip will be permitted, in coordination with Egypt, for residents who left Gaza during the course of the war only, and only after prior security clearance by Israel," COGAT said. 

"In addition to initial identification and screening at the Rafah Crossing by the European Union mission, an additional screening and identification process will be conducted at a designated corridor, operated by the defense establishment in an area under IDF control," it continued.

This will be the first opening of the Rafah crossing for people since Israel seized the area in May 2024, according to Reuters. Israeli forces captured the territory as part of an effort to prevent arms smuggling into Gaza by the terrorist group Hamas. 

In early 2025, there was an evacuation of medical patients along the route during a temporary ceasefire, The Associated Press reported.

Israeli Prime Minister Benjamin Netanyahu's office had said Sunday that Israel agreed to a "limited reopening" of the crossing under President Donald Trump’s 20-point peace plan.

"As part of President Trump’s 20-point plan, Israel has agreed to a limited reopening of the Rafah Crossing for pedestrian passage only, subject to a full Israeli inspection mechanism," the Office of the Prime Minister of Israel wrote. 

The Prime Minister’s Office said the reopening was contingent on the return of all living hostages and what it described as a "100 percent effort" by Hamas to locate and return the remains of all deceased hostages.

Israel on Monday then confirmed that the remains of Staff Sgt. Ran Gvili, the last Israeli hostage held in Gaza, have been recovered and returned home after 842 days.

Last week, Secretary of War Pete Hegseth released the 2026 National Defense Strategy (NDS), a Pentagon blueprint that elevates Israel as a "model ally" and translates President Donald Trump’s national security doctrine into concrete military policy.

"Israel has long demonstrated that it is both willing and able to defend itself with critical but limited support from the United States. Israel is a model ally, and we have an opportunity now to further empower it to defend itself and promote our shared interests, building on President Trump’s historic efforts to secure peace in the Middle East," the NDS states.

The document is now influencing parallel debates over the future of U.S. security assistance to Israel and whether the next Memorandum of Understanding (MOU) should continue delivering traditional U.S. military aid to Israel amid dissenting voices that portray the alliance as a burden rather than a strategic asset.

DIRECT AID TO ISRAEL SHOULD BE PHASED OUT TO 'REDUCE US LEVERAGE,' INFLUENTIAL CONSERVATIVE GROUPS ARGUE

According to the strategy, Israel proved its ability and willingness to defend itself following the Oct. 7 attacks, demonstrating that it is not a passive partner but an operational force that supports U.S. interests in the region. The strategy emphasizes empowering capable allies rather than constraining them, building on President Trump’s earlier push for regional integration through the Abraham Accords.

Jonathan Ruhe, director of foreign policy at the Jewish Institute for National Security of America, said the strategy reflects a broader American shift toward partnerships that strengthen both U.S. security and domestic industry.

"U.S. defense assistance to Israel in the MOU is spent in dollars here in America to support our industry," Ruhe told Fox News Digital. "And like in the national security strategy, it then enables Israel to go and do more to protect U.S. interests."

He said a future agreement would likely extend beyond funding alone. "A new MOU would also likely be broader and include things that are more 50-50 partnership, like joint research and development, co-production, intelligence sharing and things like that to reflect the changing partnership going forward," Ruhe said.

The strategy also highlights the importance of revitalizing the American defense industrial base, noting that allies purchasing U.S. systems help strengthen domestic production while enabling partners to shoulder greater responsibility for regional security.

Avner Golov, vice president of the Israeli think tank Mind Israel, said the document makes clear that Israel is viewed not merely as a recipient of aid: "Israel is in the fight. We are protecting ourselves by ourselves. We just need the tools to do that. And by doing so, we enhance not only America’s standing in the Middle East, but also worldwide and contribute to the American economy."

That framing comes as Israel and the United States prepare for negotiations over the next 10-year MOU, which governs U.S. military assistance to Israel. The current agreement, signed in 2016, provides $3.3 billion annually in foreign military financing, along with $500 million a year for missile defense cooperation.

The debate follows tensions during the Biden administration, when the White House paused the delivery of certain U.S. weapons to Israel in May 2024, including a shipment of 2,000-pound bombs. At the time, Netanyahu warned that Israel "will stand alone" if Washington halted weapons deliveries, reflecting concern that limits or delays in U.S. military support could undermine Israel’s readiness and deterrence. 

Experts have noted that U.S. leaders have not always approved every Israeli weapons request and that roughly 70% of Israel’s military imports come from the United States, underscoring the strategic calculus behind Prime Minister Netanyahu's recent push for greater independent production.

Golov criticized that approach, arguing it risks prioritizing optics over readiness. "I believe that is a short-term vision," Golov said. "In the long term, Israel must first be prepared for the next round of escalation. If we are not ready, we will face another war. If we are prepared, perhaps we can deter it."

"Israel must remain the strongest army in the region, and that is also a fundamental American interest," Golov said.

Ruhe said the debate reflects lessons learned from nearly two years of war. "You’ve got this sort of topsy-turvy world now where the Israelis are saying we don’t want to take any more U.S. money, and the Americans are saying, no, you’re going to take our money," he said.

According to Ruhe, the conflict exposed vulnerabilities created by heavy dependence on U.S. supply chains and political delays.

"The war of the last two years showed that Israel can’t afford to be as dependent on the U.S. or continue to maintain the same defense partnership that it has because that creates a dependence," he said. "Israel becomes vulnerable to U.S. shortages in weapons output or politically motivated embargoes and holdups that can impact Israel’s readiness."

At the same time, Ruhe noted that Israel remains reliant on the United States for major platforms.

"Even Israel will say we’re utterly dependent on the U.S. for those big-ticket platforms," he said, pointing to aircraft such as the F-15 and F-35 that Israel has already committed to purchasing.

For that reason, Ruhe argued that maintaining stable funding under the next MOU may be the most practical path forward.

"It’s actually much easier for Congress just to go ahead and approve that money," he said, explaining that predictable funding reduces annual political battles on Capitol Hill.

Golov said Israel’s long-term objective should not be reducing ties with Washington, but deepening them. "I don’t want to reduce dependency," he said. "I want to increase contribution to America."

He described the emerging vision as a fundamental shift in how the alliance is structured. "We are moving from a 20th-century aid model to a 21st-century strategic merger," Golov said. "Israel is the only partner that delivers a 400% return on investment without asking for a single American soldier."

Golov said the proposed framework is built around three pillars: an industrial defense ecosystem, a joint technology ecosystem and a regional ecosystem connecting Israeli innovation, Gulf infrastructure and American power.

He emphasized that maintaining U.S. security assistance during the transition period is critical.

"We need a final ten-year ‘bridge’ with the current security aid MOU," Golov said. "A sudden cut would be a dangerous signal of American retreat to our enemies and may hinder IDF preparedness."

"I don’t know who the next president of the United States will be," he added. "This is where our enemies can read it in a very dangerous way."

Secretary of State Marco Rubio recently revoked Iranian senior officials and their family members' privilege to travel to the U.S., citing ongoing oppression by the regime.

Iranian Supreme Leader Ayatollah Ali Khamenei’s regime is accused of killing more than 6,200 protesters since Dec. 28, with nearly 17,100 additional arrests as internet communications remain halted, according to the Human Rights Activists News Agency (HRANA).

"As the people of Iran continue to fight for their basic rights, [Rubio] took action this week to revoke the privilege of Iranian senior officials and their family members to be in the United States," the State Department wrote in an X post. "Those who profit from the Iranian regime's brutal oppression are not welcome to benefit from our immigration system."

In addition to the potential civil rights violations in Iran, tensions have flared between Khamenei and President Donald Trump, as the U.S. attempts to strike a nuclear deal.

Iranian Foreign Minister Seyed Abbas Araghchi warned on Wednesday the nation's military is "prepared—with their fingers on the trigger—to immediately and powerfully respond to ANY aggression against our beloved land, air, and sea."

Araghchi claimed that Iran has "always welcomed" a mutually beneficial, fair and equitable nuclear deal that would ensure Iran's rights to peaceful nuclear technology, and guarantee no nuclear weapons.

Trump fired back on Truth Social, warning a "massive" armada was heading to Iran "with speed and violence, if necessary."

The president said Thursday night it would be "great" if the U.S. did not have to use the military fleet.

The State Department on Wednesday also demanded Tehran overturn the death penalty for 19-year-old Saleh Mohammadi, a decorated Iranian wrestler who was arrested while peacefully protesting against the regime earlier this month.

The European Union (EU) moved Thursday to designate Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization, with Germany pledging to turn the decision into a legally binding listing as fast as possible.

The move also came alongside a new round of EU sanctions targeting Iranian officials and entities amid the violent crackdown on protests and mass killings that have swept across the country since Dec. 28.

Tehran’s military support for Russia was also included in the measures.

European Commission President Ursula von der Leyen welcomed the designation and the sanctions package Thursday.

"I welcome the political agreement on new sanctions against the murderous Iranian regime," von der Leyen wrote in a post on X. "And on the designation of the Islamic Revolutionary Guard Corps as a terrorist organization. This was long overdue."

She added: "‘Terrorist’ is indeed how you call a regime that crushes its own people’s protests in blood. Europe stands with the people of Iran in their brave fight for freedom."

Meanwhile, Germany’s Foreign Minister Johann Wadephul said the EU would move quickly to implement the designation, calling it a strong political signal that reflected the scale of repression inside Iran.

"The next step will be the rapid implementation towards a legally binding listing," Wadephul warned, adding that the EU stood "side by side with the Iranian people" against repression.

Wadephul accused the IRGC and its auxiliary forces of meeting protesters with extreme violence, carrying out executions, and having a destabilizing role across the Middle East.

As of Thursday, the Human Rights Activists News Agency reported 6,373 confirmed fatalities, with an additional 17,091 deaths under review.

The organization also cited continued communication restrictions, limited internet restoration, and ongoing economic and social fallout, saying arrests and security pressure had entered what it described as a "post-crackdown phase."

According to Reuters, EU foreign ministers also approved new human rights sanctions targeting Iranian "individuals and entities" linked to the suppression of protests.

Those sanctioned include Iran’s interior minister, senior IRGC commanders, police chiefs, judges from revolutionary courts, and cyber officials involved in censorship and surveillance.

Some will also be sanctioned for "providing support" to Russia, Reuters noted.

The U.S. designated the IRGC as a Foreign Terrorist Organization in April 2019. Canada followed in June 2024. Bahrain and Saudi Arabia have also designated the IRGC as a terrorist group.

Advocacy group United Against Nuclear Iran (UANI) welcomed the EU’s move and urged swift implementation, calling on the U.K. to follow suit.

"UANI applauds the EU for announcing its intention to designate the IRGC, the Islamic Republic’s ideological army, as the terrorists that they are," the group said in a statement."We now urge the United Kingdom to proscribe the IRGC, following the lead of the EU, the United States, Canada, and Australia. The IRGC must be denied the ability to operate with impunity abroad."

Reacting to the news, Iran’s parliament speaker Mohammad Bagher Ghalibaf criticized the EU's designation.

"The Islamic Revolutionary Guard Corps is one of the strongest and most effective anti-terrorism forces in the world; only those who stand on the side of the terrorists themselves could deny the IRGC's record in the fight against ISIS terrorism," he said in a post on X.

Iran will conduct live-fire military drills next week in the Strait of Hormuz after President Donald Trump announced a U.S. armada was on its way to the region amid escalating tensions with Tehran.

The exercises will be carried out by the Islamic Revolutionary Guard Corps’ naval forces, Iranian state media reported Thursday. 

The announcement came one day after Trump said a large naval force, led by the USS Abraham Lincoln carrier strike group, was heading toward Iran.

In a statement posted to Truth Social, the president warned Tehran to quickly return to negotiations over its nuclear program, saying the fleet was prepared to act with "speed and violence" if necessary.

The U.S. struck Iran’s Fordow, Natanz and Isfahan nuclear sites in June using B-2 bombers and Tomahawk missiles.

The bombers flew for 37 hours non-stop from Whiteman Air Force Base in Missouri to drop 12 GBU-57 Massive Ordnance Penetrators on Fordow and two on Natanz.

Trump is weighing military action against Tehran, as U.S. assets move into the region amid international scrutiny over a crackdown by the Islamic regime that has killed thousands of anti-government protesters.

Iran warned last week that it would respond "with everything we have" to any new U.S. military attack, accusing Washington and its allies of exploiting recent unrest to push the region toward a wider war.

As President Donald Trump pressures Iran to strike a nuclear deal, the Islamic Republic's foreign minister warned that the nation's military is ready to retaliate against any possible "aggression."

The valuable lessons learned from the 12-Day War have enabled us to respond even more strongly, rapidly, and profoundly," Iranian Foreign Minister Seyed Abbas Araghchi warned in a Wednesday post on X.

He claimed that Iran is open to a deal and has never attempted to obtain nuclear weapons.

President Donald Trump appealed to Iraqis on Tuesday to not reinstate the controversial former Iraqi Prime Minister Nouri al-Maliki to a new term because of his alleged corruption and severe mismanagement of the country’s economy and security situation.

Trump wrote on the Truth Social platform: "I’m hearing that the Great Country of Iraq might make a very bad choice by reinstalling Nouri al-Maliki as Prime Minister. Last time Maliki was in power, the Country descended into poverty and total chaos. That should not be allowed to happen again. Because of his insane policies and ideologies, if elected, the United States of America will no longer help Iraq and, if we are not there to help, Iraq has ZERO chance of Success, Prosperity, or Freedom. MAKE IRAQ GREAT AGAIN!" 

A parliamentary session was slated for Tuesday to elect a president, who would then appoint the prime minister. The meeting was canceled because of a lack of a quorum.

Al-Maliki fired back at Trump on Wednesday, stating, "We reject the blatant American interference in Iraq’s internal affairs and consider it a violation of its sovereignty."

The Trump administration vehemently opposes al-Maliki attempts to secure a third term because of his close ties to the Islamic Republic of Iran — a state-sponsor of terrorism, according to the U.S. State Department.

Al-Maliki’s previous premiership (2006 to 2014) was plagued by sectarian violence, including his reported failure to form an inclusive government that did not discriminate against Iraqi Kurds and Sunni Muslims in favor of Shiite Muslims.

Secretary of State Marco Rubio told caretaker Prime Minister al-Sudani on Sunday that the U.S. was concerned about a pro-Iran government seizing control of the Iraqi state.

"The Secretary emphasized that a government controlled by Iran cannot successfully put Iraq’s own interests first, keep Iraq out of regional conflicts, or advance the mutually beneficial partnership between the United States and Iraq," said U.S. State Department spokesperson Tommy Pigott.

Al-Maliki ended his second term in 2014 after the Obama administration’s growing frustration with his security blind spots that saw the rise of the Islamic State in the same year across a large swathe of Iraqi and Syrian territory. 

Al-Sudani secured the most seats in November’s parliamentary elections but withdrew his candidacy this month. The 75-year-old al-Maliki, from the  Shiite Islamist Dawa Party, tossed his hat in the political ring and won the support of the Coordination Framework, a collection of Shia parties that is the largest parliamentary bloc.

Entifadh Qanbar, a former spokesman for the deputy Prime Minister of Iraq, told Fox News Digital that "Iran has exercised tremendous influence over Iraq. Ayatollah Khamenei personally ‘blessed’ Nouri al-Maliki’s nomination. Even if Maliki is ultimately dropped, Iran will simply nominate another candidate who is secretly acceptable to Washington. That individual may even be given leeway to say the right things publicly in order to appease the U.S., while remaining fully aligned with Tehran behind the scenes."

Qanbar, who worked as a civil engineer in Iraq, added, "As for the Iraqi elections, the process itself has been systematically engineered to ensure that Iran’s proxies win without meaningful resistance. These elections are not contests between Iranian-backed factions and genuine alternatives; rather, they are mechanisms to divide votes among groups already approved by Iran. Any real dissent has been banned, imprisoned, or eliminated."

He noted that "I have often used the analogy that Iraqi elections resemble a soccer match with only one goal, no goalkeeper and only one team allowed on the field," and warned, "the United States fails to see these structural manipulations."

An Iraqi Kurdish official also echoed the view that Iran has gained greater control of Iraqi power politics. The official told Fox News Digital that, "Under Sudani’s government, Iran’s proxies have doubled on the state payroll and receive over $3 billion a year. He established the Muhandes company — the PMF’s investment wing, securing public contracts and buying weapons."

The Popular Mobilization Forces (PMF) is an umbrella organization of Shiite militias loyal to the Islamic Republic of Iran. The PMF wields enormous power in Iraq.

The Iraqi Kurdish official said, "Economically, Iran’s oil blending in Basra has been formalized with official state support. Financially, Iraq’s state and private banks have funneled billions in U.S. dollar bills into Iran under Sudani, bringing Tehran critical relief against U.S. sanctions."

The official added, "Iran, of course, has always been ahead of the curve in Iraq. When the pro-Western candidate Ayad Allawi beat Maliki in the 2010 elections, it was the Americans who handed Maliki a second term — an odd moment of alignment with Iran against their own preferred outcome." He said he hopes the U.S. won't make the same mistake again.

Shipping in the Persian Gulf dipped sharply Wednesday as tensions with Iran intensified amid signs the U.S. was positioning military forces for a potential strike, according to maritime intelligence assessments.

The U.S. Navy’s USS Abraham Lincoln Carrier Strike Group entered the U.S. Central Command area of responsibility Monday, a U.S. official confirmed to Fox News Digital, as President Donald Trump continued to keep military options on the table.

"At this stage, it remains ambiguous, and probably intentionally ambiguous, what the objectives and desired outcomes are of any U.S. military action," Ambrey Intelligence's Robert Peters told Fox News Digital.

"This means that there are a wider range of possibilities and retaliatory scenarios under consideration.

"That said, there are five U.S.-flagged merchant vessels, tankers and cargo ships in the Gulf today — two transited the Strait of Hormuz earlier without any apparent issues — but those already in the Gulf and destined for the U.S. are at heightened risk," he added.

Trump, who earlier this week indicated "numerous" calls were received from Iran, also posted about the situation on Truth Social Wednesday morning.

"A massive Armada is heading to Iran. It is moving quickly, with great power, enthusiasm, and purpose. It is a larger fleet, headed by the great Aircraft Carrier Abraham Lincoln, than that sent to Venezuela," he wrote.

"Like with Venezuela, it is ready, willing, and able to rapidly fulfill its mission, with speed and violence, if necessary. As I told Iran once before, MAKE A DEAL!"

The post came as the Human Rights Activists News Agency (HRANA) reported the death toll from nationwide protests in Iran has surpassed 6,200 since the outset Dec. 28. 

The organization said nearly 17,100 more were under investigation with "a continuation of both scattered and mass arrests" as internet restrictions continue.

Peters meanwhile, claimed that "shipping companies have been advised to reduce aggregate risk when operating in the Arabian/Persian Gulf.

"This means limiting the number of ships that could be exposed to retaliatory action, and sometimes ships will await further instructions closer to their next port in the Gulf," he said. "At this point, it is more appropriate to wait further away in case of an escalation."

Ali Shamkhani, an advisor to Iran’s Supreme Leader Ali Khamenei, warned Wednesday that any military action by the U.S. from any origin and at any level "will be regarded as the start of a war, and the response will be immediate, all-out, and unprecedented, targeting the heart of Tel Aviv and all those who support the aggressor," according to Iran International.

"Our brave Armed Forces are prepared — with their fingers on the trigger — to immediately and powerfully respond to ANY aggression against our beloved land, air, and sea," Iran’s Foreign Minister Abbas Araghchi said in a post on X.

With tensions rising in the region, Peters described how shipowners may be approached by cargo charterers to load cargo in the Gulf.

"Then they will make the decision to avoid the Gulf for the time being until the tensions reduce," Peters added. "Interestingly, last year the Iranians did not take retaliatory action in the maritime sphere. Israeli shipping was already avoiding the Gulf, and the U.S. military action was highly targeted at the nuclear capabilities."

But Peters warned that the situation "may see something similar again. If there is a much broader, regime-destabilizing operation, the effects could be considerable for wider shipping.

"During periods like this, we tend to see greater risk aversion and inquiries from those asked to pick up cargo for U.S. charterers and destined for the U.S.," he added.

A new report is warning that the combined war casualties in the nearly four-year Russia-Ukraine war could hit 2 million by spring 2026. The number includes soldiers killed, injured or missing on both sides of the conflict.

The Center for Strategic and International Studies (CSIS) released a report on Tuesday predicting the grim milestone. CSIS states that Russia suffered 1.2 million casualties, including 325,000 troop deaths, between February 2022 and December 2025. It estimates that Ukraine suffered between 500,000 to 600,000 casualties, including 140,000 troop deaths. CSIS estimates that the current combined Russian and Ukrainian casualties could be as high as 1.8 million.

Getting a clear picture of the fatalities and casualties suffered on both sides is not easy as neither Moscow nor Kyiv gives timely data on military losses, according to The Associated Press, which noted that the two countries are also simultaneously focused on amplifying each other's casualties. Russia has publicly acknowledged the deaths of just over 6,000 soldiers, the AP reported. 

The outlet noted that activists and independent journalists have said that reports of military losses have been repressed in Russian media.

"Despite claims of battlefield momentum in Ukraine, the data shows that Russia is paying an extraordinary price for minimal gains and is in decline as a major power," the report reads.

"No major power has suffered anywhere near these numbers of casualties or fatalities in any war since World War II," the report notes.

Russian battlefield casualties and fatalities have been "significantly higher" than Ukraine's, according to the report. 

CSIS estimates the ratio to be roughly 2.5:1 or 2:1. CSIS points to several reasons for the high Russian casualties and fatalities, including the country's "failure to effectively conduct combined arms and joint warfare, poor tactics and training, corruption, low morale and Ukraine’s effective defense-in-depth strategy in a war that favors the defense." The report also states that Russia has accepted taking high casualties as part of its strategy.

"Russia’s attrition strategy has accepted the costs of high casualties in hopes of eventually wearing down Ukraine’s military and society," CSIS states in its report.

In addition to its high casualty rate, Russia has also been advancing "remarkably slowly," according to the report. CSIS stated in its report that Russian forces had advanced at an average rate of 15 to 70 meters (49 to 230 feet) per day in its most prominent offenses since seizing the military initiative in January 2024. The authors of the report say Russia's pace is "slower than almost any major offensive campaign in any war in the last century."

The report comes less than one month before the fourth anniversary of Russia invading Ukraine. Despite international mediators, including the U.S., making attempts to end the war, it has persisted, with both sides suffering casualties.

On Wednesday, Ukrainian officials said two people were killed during Russian strikes that hit an apartment block on the outskirts of Kyiv, the AP reported. Additionally, at least nine people were injured in separate attacks on the Ukrainian cities of Odesa and Kryvyi Rih.

Representatives for Ukraine, Russia and the U.S. recently met in the United Arab Emirates for the first trilateral talks since 2022. Ukrainian President Volodymyr Zelenskyy said in a post on X that the "conversations were constructive."

"A lot was discussed, and it is important that the conversations were constructive," he wrote on X, noting the delegations could have further meetings as early as next week. "As a result of the meetings held over these days, all sides agreed to report back in their capitals on each aspect of the negotiations and to coordinate further steps with their leaders."

Ukrainian President Volodymyr Zelenskyy said Russian attack drones struck a civilian passenger train in the Kharkiv region on Tuesday, killing at least four people in what he called an "act of terrorism."

"In any country, a drone strike on a civilian train would be regarded in the same way – purely as an act of terrorism. There would be no doubt about the classification, neither in Europe, nor in America, nor in the Arab world, nor in China, nor anywhere else," he wrote in a post on X. "There is, and can be, no military justification for killing civilians in a train carriage."

The Kharkiv Regional Prosecutor's Office said Wednesday on Telegram that the number of confirmed fatalities had risen to five, with two people injured and one man reported missing.

Oleksiy Kuleba, Ukraine’s deputy prime minister, said three Russian drones were used in the attack on the train, which was carrying more than 200 people.

Eighteen passengers were inside the carriage hit by one of the drones, he added.

The attack followed trilateral talks between Moscow, Kyiv and Washington in Abu Dhabi over the weekend that were aimed at ending the nearly four-year war.

U.S. special envoy Steve Witkoff said the meetings were "very constructive" and plans were being made for the sides to meet again this week.

Zelenskyy said significant outages remain across the region, with hundreds of residential buildings in three districts of the capital still without heating despite ongoing repair efforts.

"Repair crews are working at maximum capacity. Crews from almost across the entire country have been deployed to assist," he noted.

Sen. Ted Cruz called for the U.S. to arm Iranian protesters Tuesday as unrest continues inside the nation and Iran-backed militias issued threats against Washington.

"We should be arming the protesters in Iran. NOW," Cruz wrote in a post on X.

"For the Iranian people to overthrow the Ayatollah — a tyrant who routinely chants ‘death to America’ — would make America much, much safer," the Texas Republican added.

Cruz was responding to another post from Tehran Bureau, which cited a source inside Iran detailing what was described as a rapidly deteriorating situation on the ground as security forces continued to crack down on demonstrations.

They shoot directly with bullets. They kill outright. And even after killing, they come and behead you, and do countless other violent things to you," it continued.

"Going out into the streets is literally suicide. It’s not about bravery anymore. It’s madness. You go out and they shoot you point-blank. They don’t even ask why you came. They just kill you," the post continued. "There is absolutely no way for us to gather unless we had weapons, unless we were armed like them. Otherwise they have weapons everywhere."

According to the Human Rights Activists News Agency, activist groups estimate that more than 6,000 people have been killed in Iran, with additional cases still under review.

The protests began in late December amid widespread anger over economic hardship, political repression and corruption, according to reports.

Cruz’s post came after armed militias aligned with Iran warned the U.S. they would retaliate against any American attack on the Islamic Republic, as the Trump administration moved forces into the region.

Kataib Hezbollah in Iraq said it was prepared for "total war" if the U.S. attacked Iran, according to The Associated Press.

Abu Hussein al-Hamidawi, the group’s leader, said the "enemies" of the Islamic Republic would face "the bitterest forms of death."

"You will taste every form of deadly suffering, nothing of you will remain in our region, and we will strike terror in your hearts," the statement read.

Meanwhile, Yemen’s Houthis also threatened to restart attacks on vessels in the Red Sea, releasing a video Monday showing a ship engulfed in flames, captioned: "Soon," The Associated Press reported.

As previously reported by Fox News Digital, President Donald Trump said Iran appeared to be seeking negotiations with the U.S. amid the growing military buildup, telling Axios, "They want to make a deal. I know so. They called on numerous occasions. They want to talk."

The USS Abraham Lincoln arrived in the Middle East on Monday as unrest inside Iran continued to escalate.

North Korea is flexing its muscles and firing short-range ballistic missiles toward its waters ahead of a major political meeting.

South Korea's military detected the launches of several ballistic missiles from an area northeast of Pyongyang, North Korea, adding that each missile flew approximately 217 miles, The Associated Press reported. 

Meanwhile, the Japanese Defense Ministry said that two ballistic missiles launched from North Korea and landed off the coast of the Korean Peninsula, according to the AP.

These launches represent the first time North Korea fired weapons since testing hypersonic missiles in early January, the AP noted. In December, the country tested long-range strategic cruise missiles and new anti-air missiles and released photos of the apparent construction of a nuclear-powered submarine, which would be the first of its kind for Pyongyang, the AP reported.

The missile launches come as the ruling party prepares to hold its first full congress in five years, according to the AP, which cited state media. So far, North Korean leader Kim Jong Un has met with other top officials to prepare for the meeting. The top-level meeting will reportedly be used to set new political and economic priorities as the U.S. and South Korea seek renewed talks with North Korea.

NORTH KOREA RELEASES IMAGES OF DEVELOPMENT OF NUCLEAR-POWERED SUBMARINE

The Korean Central News Agency (KCNA), which is controlled by the North Korean government, reported in December that Kim presided over a plenary meeting of the Workers Party’s Central Committee in which participants discussed issues related to the party congress and this year's state policies, the AP reported. The outlet noted that Kim revived the congress in 2016 after a 36-year hiatus.

Additionally, North Korea recently accused South Korea of carrying out surveillance drone flights across the border. Seoul has denied operating drones during the times Pyongyang specified and said it began investigating the possibility that civilians sent them.

An Iranian amateur boxer has been shot and killed by Iranian security forces during ongoing anti-regime protests.

Sepehr Ebrahimi joined protests near Tehran and died amid ongoing demonstrations driven by anger over political repression, economic hardship, and human rights violations.

Ebrahimi’s death also renewed attention on the case of another Iranian boxer, Mohammad Javad Vafaei Sani, who is currently on death row.

Vafaei Sani, now 30, is a champion boxer who was arrested in 2020 for participating in nationwide pro-democracy protests.

Iranian authorities accused him of supporting the opposition group the People’s Mojahedin Organization of Iran (MEK).

Meanwhile, harrowing footage has also been circulating online showing the distraught father of another youth, Sepehr Shekari who was also shot by security forces.

The video shows Shekari's father desperately searching among piles of bodies covered with black body bags, crying out for his missing son.

"Sepehr was shot and killed in Tehran," Ali Safavi, a senior official with the National Council of Resistance of Iran (NCRI), told Fox News Digital.

Video shared on social media, which was viewed by Fox News Digital, shows Shekari's father calling out his son’s name as he searches a warehouse filled with unidentified bodies following a violent crackdown on demonstrators.

"My dear Sepehr, where are you?" the father can be heard crying. At one point, he shouts, "Damn Khamenei. They have killed the children of so many people. You killed so many young people!"

According to Safavi, Ebrahimi and Shekari were shot with live ammunition by Iran’s security forces during protests against the clerical regime that began Dec. 28.

Shekari's family spent an agonizing week searching through morgues, hospitals and detention facilities before finally identifying his body among piles of corpses, also shown in the viral footage.

Maryam Rajavi, NCRI president-elect also shared a post on X dedicated to parents of those murdered by the regime. "You are not alone," she wrote, "Every heart beats with you," she added.

IRANIAN SOLDIER SENTENCED TO DEATH FOR REFUSING TO FIRE ON PROTESTERS DURING NATIONWIDE UNREST

Rights organizations also continue to highlight the plight of Vafaei Sani who has spent five years in prison, during which he has reportedly been tortured and held in prolonged solitary confinement.

In 2023, more than 100 human rights experts and international organizations sent a letter to U.N. High Commissioner for Human Rights Volker Türk, urging urgent intervention to stop Vafaei Sani’s execution.

His death sentence echoes the case of Iranian wrestling champion Navid Afkari, who was executed in September 2020.

The death of Ebrahimi and others comes as Iran’s protest-related death toll continues to rise.

According to the Human Rights Activists News Agency (HRANA), at least 6,126 people have been killed since the start of the latest wave of protests.

HRANA also reported that 214 government-affiliated forces and 49 civilians have also been killed, while more than 17,000 deaths remain under investigation.

EDITOR'S NOTE: This report has been updated to correct the identity of the individual described as an amateur boxer killed during unrest in Iran following confusion amid the country's internet blackout.

President Donald Trump said Iran appears to be looking to negotiate with the U.S. amid a growing military buildup in the Middle East.

In a Monday interview with Axios, Trump suggested that Tehran had reached out on "numerous occasions" and "want[s] to make a deal."

"They want to make a deal. I know so. They called on numerous occasions. They want to talk," the president told the outlet.

According to U.S. officials, also cited by Axios, any potential agreement would need Tehran to remove all enriched uranium, cap its long-range missile stockpile, a change in support for regional proxy forces, and cease independent uranium enrichment, terms Iranian leaders have not agreed to.

ISRAELI UN AMBASSADOR SENDS STARK WARNING TO IRAN AMID GROWING UNREST

Trump also described the situation with Iran as "in flux," and pointed to the arrival of what he called "a big armada next to Iran. Bigger than Venezuela," referencing the recent deployment of U.S. naval assets.

As previously reported by Fox News Digital, the USS Abraham Lincoln aircraft carrier entered CENTCOM waters in the Indian Ocean on Monday amid increasing threats from Iran, a senior U.S. official said.

Trump had told reporters Jan. 21, "We have a big flotilla going in that direction, and we’ll see what happens. We have a big force going towards Iran. I’d rather not see anything happen, but we’re watching them very closely."

The U.S. military buildup comes amid widespread unrest inside Iran following protests that began Dec. 28.

According to a recent report from Human Rights Activists News Agency (HRANA), the confirmed death toll from the protests has reached 5,848, with an additional 17,091 deaths under investigation.

Supreme Leader Ayatollah Ali Khamenei has been sheltering in a fortified underground facility, according to Iran International.

Trump is expected to hold further consultations this week, Axios said, before adding that White House officials said an attack is still on the table.

Fox News Digital has reached out to the White House for comment.

More and more brutal evidence of the Iranian regime’s crackdown on its own people is circulating online, as the true number of those killed in Iran’s protests remains hotly contested amid internet blackouts and state intimidation. Estimates range from the thousands confirmed dead to the tens of thousands feared killed, according to activists, media reports and medical data.

Fatemeh Jamalpour, an Iranian journalist who has covered every major protest movement over the past two decades, said the latest crackdown represents a turning point in the regime’s use of force. "The regime’s level of violence has increased dramatically, and with the internet crackdown, it is difficult to know the true scale of the killing."

"The new thing I have seen in these protests, something we have not seen before, is that starting on the night of January 8, the regime issued shoot-to-kill orders to the IRGC, the Basij and the riot police, authorizing direct fire," Jamalpour told Fox News Digital.

INSIDE TRUMP’S IRAN WARNING — AND THE UNEXPECTED PAUSE THAT FOLLOWED

"In previous protests, military-grade weapons were used mainly in minority provinces such as Kurdistan and Baluchestan," she added. "This time they were used across the entire country… Health Ministry officials told us they ran out-of-body bags for the dead."

The most widely cited baseline comes from the Human Rights Activists News Agency, or HRANA, a U.S.-based group that tracks deaths by name and location.

As of January 25, HRANA reported 5,848 people confirmed killed. Of these, 5,520 were protesters, 77 were children under 18, 209 were government-affiliated forces and 42 were non-protesters or civilians. The number of deaths still under investigation stands at 17,091.

The group has emphasized that its confirmed tally reflects only cases that could be independently documented, and that its overall figures are expected to rise as information continues to emerge.

According to The Associated Press, Iranian authorities have offered only one official count, 3,117, and have not updated it publicly in the last five days. Authorities have not released names, locations, or documentation to support that figure.

Beyond human rights tallies, a separate medical working paper reviewed by Fox News Digital suggests the death toll may be far higher.

The report by Munich Med Group, authored by professor Dr. Amir-Mobarez Parasta, compiles hospital-registered fatalities from multiple Iranian cities and applies what the author describes as a conservative extrapolation model to account for underreporting during the communications blackout.

Using that methodology, the paper estimates a nationwide death toll of approximately 33,130 people as of January 23. The author stresses the figure is not a verified count, but a lower-bound estimate based on partial medical data and stated assumptions.

Iran International published its own investigation, claiming it reviewed documents indicating that more than 36,500 people were killed during two days of protests on January 8 and 9 alone. The outlet said the documents were provided by sources inside Iran, but the claims have not been independently verified.

The wide gap between confirmed counts and higher estimates reflects not only the scale of violence, but also the conditions under which it occurred.

According to Jamalpour, despite the internet shutdown, doctors and medical workers attempted to document what they were seeing using limited satellite connections.

"Many doctors and medical staff tried to send us their accounts and documentation through small Starlink connections," she said. "Medical workers say protesters were often shot in the head and neck, with intent to kill. Many were killed by multiple bullets. Some were shot from behind while trying to flee."

Jamalpour said the victims she documented reflected a generation the regime appeared determined to crush. "Among the dead are children and a 67-year-old man, but most are young people under 30," she said.

Jamalpour described the killing of Mehdi Khanmohammadi, a 67-year-old retired army colonel and pilot. "He was killed on Friday, January 9, in Saadat Abad by two bullets," she said. "In a video, his daughter stands over his lifeless body and says, ‘Can you open your eyes and wake up?’"

She said scenes like that have left the country in collective mourning. "These days, Iranians are in shock," Jamalpour said. "There is grief everywhere."

At the same time, she warned that the crackdown is far from over. "Lawyers and human rights organizations are deeply concerned about more than 20,000 protesters who have been detained and are at risk of execution," she said.

Yet even amid the fear, Jamalpour said she hears something new inside Iran. "In my conversations from inside the country, I hear people’s hope for Trump’s help in freeing Iran," she said. "And a determination to change the regime, now intertwined with anger and grief."

Ukrainian President Volodymyr Zelenskyy said that a long-anticipated document on U.S. security guarantees is "100% ready" for signing, with Kyiv now waiting for its American partners to confirm the date and place before the agreement moves to ratification in both the U.S. Congress and the Ukrainian parliament.

"For us, security guarantees are first and foremost guarantees of security from the United States. The document is 100% ready," Zelenskyy said Sunday at a joint press conference in Vilnius, Lithuania, with the presidents of Lithuania and Poland, according to a translation of his remarks from Reuters.

Zelenskyy reiterated at the press conference that Ukraine views membership in the European Union as another core security guarantee and is aiming to join the bloc by 2027, the Ukrainian president's office said in a statement on its website.

His remarks come after Ukraine, Russia and the United States held trilateral talks in Abu Dhabi for two days over the weekend.

The talks in the United Arab Emirates followed a meeting in Moscow on Thursday between Russian President Vladimir Putin, U.S. special envoy Steve Witkoff, President Donald Trump’s son-in-law Jared Kushner and head of the Federal Acquisition Service Josh Gruenbaum.

Putin aide Yuri Ushakov said the "extremely frank" discussions lasted roughly four hours and included U.S. officials updating Moscow on their recent conversations with Ukrainian and European leaders, according to a summary of the meeting from the Kremlin.

Territorial issues remain a key obstacle in the negotiations, with Moscow pressing Kyiv to relinquish parts of eastern Ukraine’s Donbas region that Russian forces do not fully control.

U.S. officials told Axios that negotiations examined the full range of unresolved issues, from Russia’s territorial demands in the Donbas to control of the Zaporizhzhia nuclear power plant and potential steps to prevent a return to fighting.

Another U.S. official told the outlet a second round of talks is scheduled to take place on Feb. 1.

The USS Abraham Lincoln aircraft carrier has entered CENTCOM waters in the Indian Ocean amid increasing threats from Iran, a senior U.S. official told Fox News on Monday.

Reports say Iran's Ayatollah Ali Khamenei has gone underground, suggesting the country may be preparing for military action. A leading U.S. drone expert told Fox on Sunday that Iran's drone swarms would pose a credible and serious threat to the Lincoln and its strike group.

The top U.S. official said the Lincoln was not yet ready for any possible future strikes against Iran.

Cameron Chell, CEO and co-founder of Draganfly, told Fox that Iran has created "an effective asymmetric threat against highly sophisticated military systems" with its fleet of unmanned drones, pairing "low-cost warheads with inexpensive delivery platforms."

"Modern defense systems were not originally designed to counter that kind of saturation attack. For U.S. surface vessels operating near Iran, warships are prime targets," he added.

U.S. officials say Washington is reinforcing its military posture in response to growing instability inside Iran, boosting its presence by air, land and sea, while closely monitoring developments in Syria.

A squadron of F-15 fighter jets has deployed to the region, and C-17 aircraft carrying heavy equipment have arrived.

Chell noted that U.S. and allied militaries are rapidly developing defenses but uncertainty over new capabilities on the USS Abraham Lincoln carrier groups for managing multiple Iranian drones flying in formation remains. He emphasized that Iran’s drone fleet is a concern.

"These drones give Iran a very credible way to threaten surface vessels," he said. "U.S. assets in the region are large, slow-moving and easily identifiable on radar, which makes them targetable."

"Iran’s strength lies instead in these low-cost, high-volume drone systems — particularly one-way strike drones designed to fly into a target and detonate," he said.

U.S. military assets headed to the Middle East could face a serious threat from Iranian drone swarms as reports emerge that Iran’s supreme leader has gone underground, according to a leading military drone expert.

Cameron Chell, CEO and co-founder of Draganfly, warned that Iran’s growing reliance on low-cost unmanned systems poses a credible danger to high-value U.S. naval assets, including the USS Abraham Lincoln aircraft carrier strike group.

"Iran’s drone capabilities are worth well into the tens of millions of dollars," Chell told Fox News Digital.

"By pairing low-cost warheads with inexpensive delivery platforms, essentially remotely piloted aircraft, Iran has developed an effective asymmetric threat against highly sophisticated military systems."

The warning comes as a senior U.S. official confirmed to Fox News Digital that the USS Abraham Lincoln aircraft carrier strike group had not yet crossed into U.S. Central Command’s area of responsibility in the Indian Ocean.

"It is close, but technically not in CENTCOM yet," the source said. This would indicate the carrier strike group is not yet in a position to strike Iran.

Chell explained that Iran gained an early advantage in what are known as Category One and Category Two drone systems—low-cost platforms that can be produced in large numbers and used effectively in asymmetric warfare.

"Category Three systems are a completely different matter," he said. "In that area, Iran is decades behind the United States."

The U.S. military buildup coincides with widespread unrest inside Iran. Protests erupted Dec. 28 amid mounting public discontent.

The Human Rights Activists News Agency (HRANA) said the casualty figures had reached 5,459 as of Sunday, with 17,031 cases under investigation.

Iran’s Supreme Leader, Ayatollah Ali Khamenei, has been reported to have moved into a fortified underground shelter in Tehran after senior officials assessed an increased risk of a potential U.S. strike, according to reports.

President Donald Trump also addressed the deployment on Jan. 21, telling reporters, "We have a big flotilla going in that direction, and we’ll see what happens. We have a big force going towards Iran. I’d rather not see anything happen, but we’re watching them very closely."

The daughter of a senior Iranian official who publicly criticized U.S. involvement against President Donald Trump regarding intervening in Iran’s protests has reportedly been fired from her teaching post at a top U.S. college.

The Emory Wheel, Emory University's news outlet, reported the School of Medicine Dean announced in an email Jan. 24 that Fatemeh Ardeshir-Larijani was no longer a university employee.  

Ardeshir-Larijani was an assistant professor in the department of hematology and medical oncology at Emory's medical school.

"The announcement follows a Jan. 19 protest where Iranian-American demonstrators gathered outside Emory’s Winship Cancer Institute to oppose the employment of Fatemeh Ardeshir-Larijani by the University," the outlet said.

The nonprofit Alliance Against Islamic Regime of Iran Apologists (AAIRIA) claimed that Ardeshir-Larijani had lived and worked in the U.S. for several years.

The group also cited the professional profile on Emory Healthcare’s official website as showing a listing for a woman called Ardeshir-Larijani who is a U.S.-trained hematologist-oncologist and practicing in Atlanta.

The claims had first drawn attention amid escalating tensions between the U.S. and Iran following the outbreak of protests and reports of deaths during an intense crackdown from Dec. 28.

Trump warned of potential U.S. action in response.

In a Jan. 2 Truth Social post, the president warned that if Iran "violently kills peaceful protesters" the U.S. "will come to their rescue," saying "we are locked and loaded and ready to go." 

Trump’s remarks prompted warnings from senior Iranian officials, who said any American interference would cross a "red line."

Ali Larijani had posted on X that U.S. interference in Iran’s internal affairs would "[destabilize] the entire region" and "[destroy] American interests."

"The American people must know that Trump is the one who started this adventure," he wrote, "and they should pay attention to the safety of their soldiers."

AAIRIA responded by urging U.S. authorities to review the immigration and visa status of Ardeshir-Larijani and her husband.

The group urged officials to determine whether continued residence in the U.S. aligns with U.S. law, national security considerations and principles of accountability and human rights, in a statement shared online.

Rep. Buddy Carter, R-Ga., also called on Emory to dismiss Ardeshir-Larijani and the state’s medical board to revoke her medical license.

Ardeshir-Larijani’s dismissal also arrived two weeks after sanctions had been placed on her father by the Treasury Department, who said that he "is responsible for coordinating the response to the protests on behalf of the Supreme Leader of Iran and has publicly called for Iranian security forces to use force to repress peaceful protesters," and has publicly defended the regime’s actions.

Ali Larijani has portrayed the U.S. as a hostile power in the past.

A 2018 report by The Washington Times highlighted what critics described as a double standard among Iranian officials whose relatives live or work in Western countries.

Israeli Prime Minister Benjamin Netanyahu's office said Sunday that Israel has agreed to a "limited reopening" of Gaza's Rafah crossing with Egypt under President Donald Trump’s 20-point peace plan.

In a series of posts on X, Netanyahu's office said the crossing will reopen after the completion of an operation to locate the remains of the final Israeli hostage. The reopening will be limited to pedestrian traffic and remain subject to a full Israeli inspection process.

"As part of President Trump’s 20-point plan, Israel has agreed to a limited reopening of the Rafah Crossing for pedestrian passage only, subject to a full Israeli inspection mechanism," the Office of the Prime Minister of Israel wrote.

The Prime Minister’s Office said the reopening was contingent on the return of all living hostages and what it described as a "100 percent effort" by Hamas to locate and return the remains of all deceased hostages.

All deceased hostages have been recovered except for police officer Ran Gvili.

"The IDF is currently conducting a focused operation to exhaust all of the intelligence that has been gathered in the effort to locate and return the fallen hostage, Master-Sgt. Ran Gvili, of blessed memory," the Prime Minister’s Office wrote. "Upon completion of this operation, and in accordance with what has been agreed upon with the US, Israel will open the Rafah Crossing."

President Trump released his 20-point plan to end the Gaza war in September. The 20 remaining hostages were freed from captivity in Gaza on Oct. 13.

Earlier this month, the Trump administration formally launched the second phase of the plan, shifting from a ceasefire framework toward a post-ceasefire political and security phase for Gaza.

U.S. Special Envoy to the Middle East Steve Witkoff warned that Hamas must fully comply with its obligations under the agreement, including the immediate return of the final deceased hostage.

"The U.S. expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage," Witkoff wrote on X on Jan. 14. "Failure to do so will bring serious consequences."
